Public Hearing to discuss the
2017 payable 2018 Tax Levy
1. Call to Order
The Public Hearing was called to order by President Gott for the Public Hearing for the 2017 payable 2018 Tax Levy at 7:10 p.m. with the following Commissioners present:
Commissioner Sheffler
Commissioner McReynolds
Commissioner Gott
Commissioner Gardiner was not present at the meeting.
2. Open Forum – 2017 payable 2018 Tax Levy
No one from the public was in attendance at this time.
3. Discussion of Ordinance 17-09 Tax Levy 2017 payable 2018
a. Kim Meyer CPA of Hudgens and Meyer CPA.
President Gott asked Kim Meyer if there are any items that need attention. Kim Meyer stated nothing different; the levy is 8% for everything related to the bonds and the bond schedule. The 8% increase is in order to capture all the growth. There will be a larger increase than in the past due to the CPI up over 2%, where you are use to .7% or .8%. The growth is factored in at 2.5% you are looking at about a 4.6% increase. This will be filed with the County Clerk’s office and will get the extension sheet in the Spring and will what the results are. Director Reed asked Kim Meyer since he has been here he has seen a high 20k increase, Kim Meyer states this will be in the high 40k monies increase. Director Reed asks about the TIF that will be coming up, Kim Meyer states that TIF 1 will be coming up and on those years there could be an increase of the tax levy to 20%. President Gott asked if the TIF is considered growth, Kim states that it is new money to the Park District and the growth will need to be captured during the year that is comes out. If you don’t capture the growth then, you will lose out on the TIF / growth. President Gott asked if we step that up each year to there is no shock when there is an increase. Commissioner Sheffler asks Kim Meyer with the new legislation and the proposed tax freeze will we still be able to capture new growth. Kim Meyer states if it is a true freeze, as they are describing which is a levy freeze, the answer is no and those monies / growth will pass you by. There are several property tax freezes that are being discussed, if it is a levy freeze you would only be allowed to levy what is currently being levied, there is also a tax rate freeze which would allow you to capture some growth and will be calculated by the current rate plus the EAV. The most popular property tax freeze right now is the levy freeze.

Regular Meeting Minutes
1. Call to Order
The regular meeting called to order by President Gott at 7:31 p.m. with the
following Commissioners present:
Commissioner Sheffler
Commissioner McReynolds
Commissioner Gott
Commissioner Gardiner was not present at the beginning of the meeting.
2. Open Forum
No one from the public was in attendance at this time.
3. Approval of November 21, 2017 Agenda
Commissioner Sheffler made a motion at 7:33 p.m.; seconded by Commissioner McReynolds to approve the November 21, 2017 agenda. Roll called. Motion carried with unanimous vote.
4. Approval of Regular Meeting Minutes: October 24, 2017
Commissioner Sheffler made a motion at 7:33 p.m.; seconded by Commissioner McReynolds to approve the October 24, 2017 minutes. Roll called. Motion carried with unanimous vote.
5. Approval of October 2017 Financial Report
Commissioner Gott asked Director Reed if he had any highlights regarding the financial reports. Director Reed noted that he is comfortable with where the Park District is at with respects to the financials, we are currently at 21.93% for three (3) months of expenditures and on the average it should be at 33%.
Commissioner Sheffler made a motion at 7:16 p.m.; seconded by Commissioner McReynolds to approve the October 2017 Financial Report. Roll called. Motion carried with unanimous vote.
6. Department Reports
a. Administration
b. Park Services
Director Reed hit highlights of the Administration report advising the Commissioners that Sarah Gibbens has filed an extension for the audit and we are on track to have the audit report for December 2017. We did receive a check from Love442 and Jaret Blumenstock but we weren’t supplied sales / financials for the summer months. Director Reed is hesitant on renewing his contract and at this time MSI is not utilizing him at this time.
Director Reed also advised the Commissioners on Park Services and there is not much to report, Park Services has been focusing on the Dog Park. Director Reed showed pictures to the Commissioners of the Park Services activities, which include work by the City of Marion in Pyramid Park and Dog Park activities.
7. Commissioners Reports
Commissioner Gott asked if any Commissioners had anything to report.
Commissioner Sheffler states nothing at this time.
Commissioner McReynolds stated nothing to add.
Commissioner Gott would like to update on the Inclusive Playground. Heartland Regional Medical Center has asked for information from the Marion Park District in regards to the sponsorship to begin moving forward. We are currently in touch with the Marion Chamber of Commerce regarding an email blast that will potentially reaching 200 – 300 businesses.
8. Executive Session pursuant to 5 ILCS 120/2(c) (2) of the Illinois Open Meetings Act (if requested):
a. Executive / Closed Minutes – Discussion of minutes of meeting lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
b. Negotiations – the collective negotiations between public employers and their employees and deliberations concerning salary schedules for one or more classes of employees.
c. Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel
for the public body, including hearing testimony or a complaint lodged against an employee of the public body or against legal counsel for the public body to determine
its validity.
Commissioner Sheffler made a motion at 8:02 p.m.; seconded by Commissioner McReynolds to approve going into Executive Session. Roll called. Motion carried with unanimous vote.
9. Reconvene to Open Session (possible actions following Executive Session)
Commissioner Sheffler made a motion at 8:24 p.m.; seconded by Commissioner McReynolds to approve reconvening into Open Session. Roll called. Motion carried with unanimous vote.
10. Old Business
a. Discuss / Approve prioritizing / finalizing the list of Capital Projects.
Director Reed advised that this will continue to be on the agenda monthly. Park Services is currently working on Dog Park features and need to complete the projects before adding new projects.
Commissioner Sheffler made a motion at 8:27 p.m.; seconded by Commissioner McReynolds to table prioritizing / finalizing the list of Capital Projects. Roll called. Motion carried with unanimous vote.
11. New Business
a. Discuss / Approve special compensation for all full-time staff of the Marion Park District.
Commissioner Sheffler made a motion to approve $300.00 special compensation for all full-time staff of the Marion Park District at 8:28 p.m.; seconded by Commissioner McReynolds. Roll called. Motion carried with unanimous vote.
b. Discuss / Approve Merit Compensation for Director.
Commissioner McReynolds made a motion to approve $3,000.00 merit compensation for Director Reed at 8:29 p.m.; seconded by Commissioner Sheffler. Roll called. Motion carried with unanimous vote.
c. Discuss / Approved 2018 fee schedule (season fees, tournaments, Aquatic Center, etc.)
Commissioner Sheffler made a motion at 8:31 p.m.; seconded by Commissioner McReynolds to approve the 2018 fee schedule (season fees, tournaments, Aquatic Center, etc.). Roll called. Motion carried with unanimous vote.
d. Discuss / Approve the final Tax Levy Ordinance 17-09 for FY2018.
Commissioner Sheffler made a motion at 8:33 p.m.; seconded by Commissioner McReynolds to approve the final Tax Levy Ordinance 17-09 for FY2018. Roll called. Motion carried with unanimous vote.
e. Discuss / Approve Bond payment due on or before December 10, 2017.
Commissioner Sheffler made a motion at 8:34 p.m.; seconded by Commissioner McReynolds to approve the bond payment due on or before December 10, 2017 in the amount of $52,194.00. Roll called. Motion carried with unanimous vote.
f. Discuss / Approve Director Reed’s attendance to the IAPD Soaring to New Heights Conference January 18 – 20, 2018 in Chicago, IL with expenditures (registration, lodging, meals, and incidentals).
Commissioner McReynolds made a motion at 8:39 p.m.; seconded by Commissioner Sheffler to approve Director Reed’s attendance to the IAPD Soaring to New Heights Conference January 18 – 20, 2018 in Chicago, IL with expenditures (registration, lodging, meals, and incidentals) based on the IRS schedule. Roll called. Motion carried with unanimous vote.
g. Discuss / Approve 3v3 Live soccer tournament June 9, 2018.
Commissioner Sheffler made a motion at 8:42 p.m.; seconded by Commissioner McReynolds to approve 3v3 Live soccer tournament June 9, 2018. Roll called. Motion carried with unanimous vote.
11. Next Meeting Date: December 28, 2017
Commissioner Sheffler will be out of town on that date, Commissioner McReynolds will be in attendance, and Commissioner Gott advised Administrative Assistant Kim to contact Commissioner Gardiner to see if he will be in attendance to make sure there is a quorum.
12. Adjournment
Commissioner McReynolds made a motion at 8:43 p.m.; seconded by Commissioner Sheffler to adjourn the Regular Meeting of the Marion Park District Board of Commissioners. Roll called. Motion carried with unanimous vote.
