Regular Meeting Minutes
1. Call to Order
Commissioner Gott called the Regular Meeting to order at 7:07 p.m. with the following Commissioners present:
Commissioner Gardiner
Commissioner Sheffler
Commissioner McReynolds
Commissioner Gott
Commissioner Welch is absent.
2. Open Forum
Joe Glessner with Adult Soccer was in attendance to thank the Commissioners and Park District for allowing the club to use the soccer fields.
3. Approval of August 27, 2019 Agenda
4. Approval of Regular Meeting Minutes: July 23, 2019
Commissioner Gardiner made a motion at 7:10 p.m.; seconded by Commissioner McReynolds to approve the July 23, 2019 minutes. Roll called. Motion carried with unanimous vote.
5. Approval of July 2019 Financial Report
Commissioner Gott asked Director Reed if he wanted to explain anything regarding the financials. Director Reed recommends that this item be tabled for the corrected information to be collected. Director Reed stated that much of the information on the July 2019 financials are incorrect due to a typo on the monthly highlights. Director Reed stated that he is only asking for this to be tabled because the wording requires a motion but he would like to research further to see if financials need to be approved.

Director Reed brought to the attention a few highlights and allowed Commissioners to ask any questions. Director Reed displayed pictures of the pickleball complex progress as well as highlights of the Administrative, Park Services and Aquatic Center reports.
7. Commissioners Reports
Commissioner Gott asked if any of the Commissioners had anything to report: Commissioner Gardiner stated he had nothing at this time.
Commissioner Sheffler asked about a cabinet or locker for the Girl Scouts at the Girl Scout Cabin. Administrative Assistant Kim asked Commissioner Sheffler to give him Heather’s phone number after the meeting.
Commissioner McReynolds didn’t have anything at this time.
Commissioner Gott read a “Thank You” card for the donation to the Grad Spree 2019. Commissioner Gott also wanted to add that he had received a complaint regarding the weeds in some of the ditches, he contacted Director Reed on the information and Director Reed discussed it with the City of Marion and they were getting ready to spray aquatic round up in the location.
8. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):
- Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
- Personnel – To consider the appointment, employment, compensation, discipline,
performance, or dismissal of specific employees of the public body or legal counsel
for the public body, including hearing testimony or a complaint lodged against an employee of the public body or against legal counsel for the public body to determine
its validity.
9. Reconvene to Open Session (possible actions following Executive Session)
Commissioner Gardiner made a motion at 8:24 p.m.; seconded by Commissioner McReynolds to reconvene to Open Session.
10. New Business
a. Discuss / Approve FY20 hiring a contract employee to administer Pickleball leagues and tournaments per Director Reed’s discretion.
Commissioner Sheffler made a motion at 8:26 p.m.; seconded by Commissioner McReynolds to approve FY20 hiring a contract employee to administer Pickleball leagues and tournament per Director Reed’s discretion. Roll called. Motion carried with unanimous vote.
b. Discuss / Approve Eric Levin utilizing the Harrison – Bruce Tennis Courts to hold a
memorial tennis tournament in memory of Ken Everett.
Commissioner Gardiner made a motion at 8:27 p.m.; seconded by Commissioner Sheffler to approve Eric Levin utilizing the Harrison – Bruce Tennis Courts to hold a memorial tennis tournament in memory of Ken Everett. Roll called. Motion carried with unanimous vote.
c. Discuss / Approve agreement with Southern Illinois Energy Group LLC to install a solar
array at Ray Fosse Park per agreement.
Commissioner Sheffler made a motion at 8:29 p.m.; seconded by Commissioner Gardiner to approve agreement with Southern Illinois Energy Group LLC to install a solar array at Ray Fosse Park per agreement. Roll called. Motion carried with unanimous vote.
d. Discuss / Approve allowing Administrative Assistant Kim Bauernfeind to accrue comp
time for any overtime hours worked in the same manner defined in the collective
bargaining agreement between the Park District and Operating Engineers Local 318.
Commissioner Sheffler made a motion at 8:30 p.m.; seconded by Commissioner Gardiner to approve allowing Administrative Assistant Kim Bauernfeind to accrue comp time for any overtime hours worked in the same manner defined in the collective bargaining agreement between the Park District and Operating Engineers Local 318. Roll called. Motion carried with unanimous vote.
e. Discuss / Approve 2020 baseball & softball tournament dates as follows:
1. April 24 – 26, 2020 Greater Midwest Baseball (Hooper)
2. May 2 – 3, 2020 Game 7 (Penning)
3. June 5 – 7, 2020 Greater Midwest Baseball (Hooper)
4. June 26 – 28, 2020 USSSA Illinois State Regional (Strode)
Commissioner Gardiner made a motion at 8:31 p.m.; seconded by Commissioner Sheffler to approve 2020 baseball & softball tournament dates as presented. Roll called. Motion carried with unanimous vote.
12. Next Meeting Date: September 24, 2019
13. Adjournment
Commissioner McReynolds made a motion at 8:33 p.m.; seconded by Commissioner Gardiner to adjourn the Regular Meeting of the Marion Park District Board of Commissioners. Roll called. Motion carried with unanimous vote.
