Regular Meeting Agenda
1. Call to Order
Commissioner Gott called the Regular Meeting of the Marion Park District to order at 7:10 p.m. with the following Commissioners present:
Commissioner Gardiner
Commissioner McReynolds
Commissioner Welch
Commissioner Gott
Commissioner Sheffler
2. Open Forum
There are no public attendees at the Regular Meeting and no discussion items.
3. Approval of December 17, 2019 Agenda
Commissioner Welch made a motion at 7:11 p.m.; seconded by Commissioner Gardiner to approve the December 17, 2019 agenda. Roll called. Motion carried with unanimous vote.
4. Approval of Special Meeting Minutes – November 18, 2019.
Commissioner McReynolds made a motion at 7:12 p.m.; seconded by Commissioner Gardiner to approve the Special Meeting Minutes – November 18, 2019. Roll called. Motion carried with unanimous vote.
5. Approval of Tax Levy Hearing Minutes: November 19, 2019.
Commissioner McReynolds made a motion at 7:13 p.m.; seconded by Commissioner Welch to approve the Tax Levy Hearing Minutes – November 19, 2019. Roll called. Motion carried with unanimous vote.
6. Approval of Regular Meeting Minutes: November 19, 2019.
Commissioner Gardiner made a motion at 7:14 p.m.; seconded by Commissioner Sheffler to approve the Regular Meeting Minutes – November 19, 2019. Roll called. Motion carried with unanimous vote.
7. Approval of November 2019 Financial Report
Commissioner Gott asked if Director Reed would like to go over any highlights. Director Reed stated that everything seems to be doing fine and has no concerns.
Commissioner Sheffler made a motion at 7:16 p.m.; seconded by Commissioner Welch to approve the November 2019 Financial Report. Roll called. Motion carried with unanimous vote.
8. Department Reports
a. Administration
b. Park Services
Director Reed went over the Administrative Reports and Park Services Reports, the reports were sent to the Commissioner prior to the meeting. Director Reed added that there will be census signs placed at Ray Fosse Park and Harrison – Bruce Park, the Park District will be assisting the 4H Club with storing clay birds bought at Rural King at the MYBSA building, and Marion Park District will enter into an agreement with Egyptian Exterminating to spray the Boy and Girl Scout cabin and Administrative office on a quarterly basis.
9. Commissioners Reports
Commissioner Gott asked if any of the Commissioners had a report, Commissioner Gardiner – no, Commissioner Sheffler asked the other Commissioners to look at Goofy Golf information and come up with a plan of action by the January meeting, Commissioner McReynolds – no, Commissioner Welch added that the steps for the electrical work at Ray Fosse Park have begun, , and Commissioner Gott – no.
10. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):
a. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
b. Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
Commissioner Sheffler made a motion at 7:38 p.m.; seconded by Commissioner Welch to go into Executive Session. Roll called. Motion carried with unanimous vote.
11. Reconvene to Open Session (possible actions following Executive Session)
Commissioner Gardiner made a motion at 9:11 p.m.; seconded by Commissioner Welch to reconvene to Open Session. Roll called. Motion carried with unanimous vote.
12. Old Business
a. Discuss / Approve reimbursement of benefit time used by Matthew Strobel since July 31, 2019.
Director Reed recommends the Board withdraw this item at this time.
Commissioner Sheffler made a motion at 9:12 p.m.; seconded by Commissioner Welch to withdraw reimbursement of benefit time used by Matthew Strobel since July 31, 2019. Roll called. Motion carried with unanimous vote.
b. Discuss / Approve revised Marion Park District Employee Handbook.
Director Reed recommends the Board withdraw this time at this time.
Commissioner Sheffler made a motion at 9:13 p.m.; seconded by Commissioner Gardiner to withdraw revised Marion Park District Employee Handbook. Roll called. Motion carried with unanimous vote.
13. New Business
a. Discuss / Approve meeting dates for the fourth Tuesday of each month for January 2020 – December 2020, with the exception of May 2020, November 2020, and December 2020 due to holidays:
January 28, 2020
February 25, 2020
March 24, 2020
April 28, 2020
May 19, 2020 (moved due to holiday)
June 23, 2020
July 28, 2020
August 25, 2020
September 22, 2020
October 27, 2020
November 17, 2020 (moved due to holiday)
December 15, 2020 (moved due to holiday)
Commissioner Sheffler made a motion at 9:14 p.m.; seconded by Commissioner McReynolds to approve meeting dates for the fourth Tuesday of each month for January 2020 – December 2020, with the exception of May 2020, November 2020 and December 2020 due to holidays. Roll called. Motion to table with unanimous vote.
14. Next Meeting Date: January 28, 2020
15. Adjournment
Commissioner Gardiner made a motion at 9:16 p.m.; seconded by Commissioner Welch to adjourn the Regular meeting of the Marion Park District. Roll called. Motion to table with unanimous vote.
