Regular Meeting Agenda

1. Call to Order

President Gott called the Regular Meeting of the Marion Park District to order at 6:14 p.m. with the following Commissioners present:

Commissioner Gardiner
Commissioner Sheffler
Commissioner Welch
Commissioner Gott

Commissioner McReynolds is absent from the meeting.

2. Open Forum

There was no one from the public at the meeting.

3. Approval of October 26, 2021, Agenda

Commissioner Sheffler made a motion at 6:16 p.m.; seconded by Commissioner Welch to approve the October 26, 2021, agenda with changes to the next meeting date of November 16, 2021. Roll called. Motion carried with unanimous vote with those present.

4. Approval of Regular Meeting Minutes: September 28, 2021

Commissioner Gardiner made a motion at 6:17 p.m.; seconded by Commissioner Sheffler to approve the September 28, 2021, Regular Meeting Minutes. Roll called. Motion carried with unanimous vote with those present.

5. Approval of September 2021 Financial Report

Director Reed states that all percentages are good for the month. The only expense that will be coming out in the next month are the retaining wall projects.

Commissioner Sheffler made a motion at 6:18 p.m.; seconded by Commissioner Welch to approve the September 2021 Financial Report. Roll called. Motion carried with unanimous vote with those present.

6. Department Reports

Director Reed went over the reports and showed pictures to the Commissioners.

7. Commissioners Reports

Commissioner Gott asked if any Commissioners had anything to report, Commissioner Gardiner, Commissioner Sheffler, and Commissioner Welch state no. Commissioner Gott read a thank you card to the Commissioners from Guy Peterson family for the memorial flowers and Adam Anderson for Fall field rentals. Commissioner Gott asked about the road in Pyramid Park. He inquired if that was the City of Marion’s responsibility or the Park District’s. Director Reed stated that he would research and speak with the City of Marion.

8. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):

a. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
b. Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
Executive Session was not visited during the October 26, 2021, meeting.

9. Reconvene to Open Session (possible actions following Executive Session)
Executive Session was not visited during the October 26, 2021, meeting.

10. New Business

a. Discuss / Approve Resolution 21-04 Truth in Taxation.

Commissioner Sheffler made a motion at 6:47 p.m.; seconded by Commissioner
Gardiner to approve Resolution 21-04 Truth in Taxation. Roll called. Motion carried with unanimous vote with those present.

b. Discuss / Approve IAPD Credentials Certificate naming a delegate and alternates to the Annual Business Meeting of the Illinois Association of Park Districts.

Commissioner Gardiner made a motion at 6:48 p.m.; seconded by Commissioner
Sheffler to approve IAPD Credentials Certificate naming a delegate and alternates to the Annual Business Meeting of the Illinois Association of Park Districts naming Director Jack Reed as a delegate and no alternates. Roll called. Motion carried with unanimous vote with those present.

c. Discuss dismantling plan for Batting Cages
d. Discuss / Approve a Memorial honoring Ray Fosse.

Director Reed and Commissioner Gott stated that the City of Marion would like to partner with the Park District with a Memorial. The Commissioners discussed ideas of the memorial. Commissioner Gott will draw up his idea and submit to the Board and Director and Director Reed and Commissioner Gott will have a discussion with Mayor Absher regarding ideas and costs.

Commissioner Welch made a motion at 7:17 p.m.; seconded by Commissioner
Gardiner to table Memorial honoring Ray Fosse. Roll called. Motion carried with unanimous vote with those present.

e. Discuss / Approve 2022 baseball & softball tournament dates as follows:

1. May 7, 2022, USSSA (Strode)

Commissioner Sheffler made a motion at 7:19 p.m.; seconded by Commissioner Gardiner to approve the above dates for the 2022 baseball & softball tournaments. Roll called. Motion carried with unanimous vote with those present.

11. Next Meeting Date: November 16, 2021

12. Adjournment

Commissioner Sheffler made a motion at 7:31 p.m.; seconded by Commissioner Gardiner to adjourn the Regular Meeting of the Marion Park District Board of Commissioners. Roll called. Motion carried with unanimous vote with those present.
