Regular Meeting Agenda
1. Call to Order
President Gott called the Regular Meeting of the Marion Park District to order at 6:07 p.m. with the following Commissioners present:
Commissioner Gardiner
Commissioner Sheffler
Commissioner Welch
Commissioner Gott
Commissioner McReynolds was absent.
2. Open Forum
Garry Allen was present for the Regular meeting to meet with the Commissioners regarding Jones Park concerns. There are concerns in Jones Park regarding the community box that was placed there. There is always stuff left out and wanted to know if there could be a lock placed on the box. Garry also had questions about the lights and the new bags court with Director Reed replying that there will be new lights install on the courts being built. Mr. Allen wanted to let everyone know that the park looks great and all the hard work in appreciated.
3. Approval of September 27, 2022, Agenda
Commissioner Gardiner made a motion at 6:30 p.m.; seconded by Commissioner Welch to approve the September 27, 2022, agenda. Roll called. Motion carried with unanimous vote with those present.
4. Approval of Regular Meeting Minutes: August 23, 2022
Commissioner Gardiner made a motion at 6:31 p.m.; seconded by Commissioner Welch to approve the August 23, 2022, Regular Minutes. Roll called. Motion carried with unanimous vote with those present.
5. Approval of August 2022 Financial Report
Director Reed advised the Commissioners that at this time we are within our percentages for expenditures. Right now, the over / under 18%-line item is being depleted until we receive the next tax installment. We have depleted our amount over the 18% cash reserve by approximately $85,000.00.
Commissioner Sheffler made a motion at 6:33 p.m.; seconded by Commissioner Welch to approve the August 2022 Financial Report. Roll called. Motion carried with unanimous vote with those present.
6. Department Reports
a. Administration
b. Park Services
Director Reed went over the reports highlighting the projects that Park Service employees have completed during the month and pictures were also shown to the Commissioners of all the projects completed.
7. Commissioners Reports
Commissioner Gott asked the other Commissioners if there was anything they would like to report. Commissioner Gardiner states the community likes the removal of the speed bumps on Otis Street during the repair. Commissioner Gott states that he looked up the score keeper for the new bags court in Jones and suggested Director Reed get with Wesley’s to see if they can make us something to put up permanently. Commissioner Gott advised that the first tax installment should be deposited around October 3rd, we should see approximately 55 – 58%. Commissioner Gott also suggested that Director Reed get in touch with Steven Adams regarding the bond information, he believes we are at the max amount we can pay in a year for our bond.
8. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):
a. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
b. Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
Commissioner Welch made a motion at 7:18 p.m.; seconded by Commissioner Sheffler to going into Executive Session. Roll called. Motion carried with unanimous vote with those present.
9. Reconvene to Open Session (possible actions following Executive Session)
Commissioner Gardiner made a motion at 7:39 p.m.; seconded by Commissioner Welch to reconvene to Open Session. Roll called. Motion carried with unanimous vote with those present.
10. Old Business
a. Approval of Executive Session minutes from January 25, 2022, March 22, 2022, June 21, 2022, and July 26, 2022, to remain closed with or without exception.
Commissioner Sheffler made a motion at 7:42 p.m.; seconded by Commissioner Gardiner to the Executive Session minutes from January 25, 2022, March 22, 2022, June 21, 2022, and July 26, 2022, to remain closed without exception. Roll called. Motion carried with unanimous vote with those present.
11. New Business
a. Discuss / Approve Resolution 22-04, OSLAD Grant Funding and Timeframes.
Commissioner Sheffler made a motion at 7:44 p.m.; seconded by Commissioner Welch to approve Resolution 22-04, OSLAD Grant Funding and Timeframes. Roll called.
Motion carried with unanimous vote with those present.
b. Discuss / Approve 2nd year payment to Anthony Rinella for the purchase of the Batting Cages in the amount of $5,000.00.
Commissioner Sheffler made a motion at 7:44 p.m.; seconded by Commissioner Gardiner to 2nd year payment to Anthony Rinella for the purchase of the Batting Cages in the amount of $5,000.00. Roll called. Motion carried with unanimous vote with those present.
c. Discuss / Approve advertising for Pool Manager position.
Commissioner Sheffler made a motion at 7:45 p.m.; seconded by Commissioner Gardiner to approve Director Reed advertising for Pool Manager position. Roll called.
Motion carried with unanimous vote with those present.
12. Next Meeting Date: October 25, 2022
13. Adjournment
Commissioner Welch made a motion at 7:46 p.m.; seconded by Commissioner Gardiners to adjourn the Regular Meeting of the Marion Park District. Roll called. Motion carried with unanimous vote with those present.
