Regular Meeting Agenda

1. Call to Order

President Gott called the Regular Meeting of the Marion Park District to order at 6:25 p.m. with the following Commissioners present:

Commissioner Gardiner
Commissioner Sheffler
Commissioner Welch
Commissioner Gott

Commissioner McReynolds was absent from the meeting.

2. Open Forum

The new Executive Director, Zach Odum, attended the meeting.

3. Approval of Regular Meeting June 25, 2024 agenda

Commissioner Sheffler made a motion at 6:26 p.m.; seconded by Commissioner Gardiner to approve the June 25, 2024, agenda. Roll called. Motion carried with unanimous vote with those present.

4. Approval of the Regular Meeting Minutes: May 28, 2024

Commissioner Gardiner made a motion at 6:28 p.m.; seconded by Commissioner Welch to approve the May 28, 2024, minutes. Roll called. Motion carried with unanimous vote with those present.

5. Approval of May 2024 Financial Report

Commissioner Sheffler made a motion at 6:42 p.m.; seconded by Commissioner Welch to approve the May 2024 Financial report. Roll called. Motion carried with unanimous vote with those present.

6. Department Reports
a. Administration
b. Park Services
c. Aquatic Center

Director Reed went over the reports highlighting the projects that Park Service employees have completed during the month and pictures were also shown to the Commissioners of all the projects completed.

7. Commissioners Reports

Commissioner Gott asked the Commissioners if there was anything for them to report. Commissioner Gardiner did not have anything to report. Commissioner Sheffler stated that Director Reed had addressed the concerns they had with the installation of the security lights and cameras at Ray Fosse Park. Commissioner Welch asked when the last time Harrison – Bruce parking lot was sealed with Director Reed’s reply to Commissioner Welch, it has been awhile since it was done but will look into getting that completed. Commissioner Gott asked if there were plans to replace the poles on Field # 7. He also advised the other Commissioners regarding the possibility and need for Resource Officers in the parks. Commissioner Gott also asked Director Reed if the globe lights in Ray Fosse Park can be changed to red, white, and blue for the July 4th holiday.

8. Executive Session pursuant to 5 ILCS 120/2(c) of the Illinois Open Meetings Act (if requested):
a. (21) Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
b. (1) Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

Commissioner Gardiner made a motion at 7:35 p.m.; seconded by Commissioner Sheffler to approve going into Executive Session. Roll called. Motion carried with unanimous vote with those present.

9. Reconvene to Open Session (possible actions following Executive Session)
Commissioner Sheffler made a motion at 8:00 p.m.; seconded by Commissioner Gardiner to approve reconvening to Open Session. Roll called. Motion carried with unanimous vote with those present.

10. New Business

a. Discuss / Approve job description for the Executive Director for the Marion Park District.

Commissioner Sheffler made a motion at 8:01 p.m.; seconded by Commissioner Welch to table the job description for the Executive Director for the Marion Park District. Roll called. Motion carried with unanimous vote with those present.

b. Discuss / Approve job description for the Deputy Executive Director for the Marion Park District.

Commissioner Gott would like the title to be changed to Deputy Director with the other Commissioners agreeing.

Commissioner Gardiner made a motion at 8:01 p.m.; seconded by Commissioner Sheffler to approve the job description changing the title to Deputy Director. Roll called. Motion carried with unanimous vote with those present.

c. Discuss / Approve hiring Kim Bauernfeind – Moore as the Deputy Executive Director for the Marion Park District.

Commissioner Sheffler made a motion at 8:02 p.m.; seconded by Commissioner Welch hiring Kim Bauernfeind – Moore as the Deputy Director for the Marion Park District at $30.00 per hour effective July 1, 2024. Roll called. Motion carried with unanimous vote with those present.

d. Discuss / Approve the Executive Director hiring temporary staff to the Marion Park District for FY2025.

Commissioner Sheffler made a motion at 8:03 p.m.; seconded by Commissioner Welch approving the Executive Director hiring temporary staff to the Marion Park District for FY2025. Roll called. Motion carried with unanimous vote with those present.

e. Discuss / Approve payment of Illinois Parks Association Risk Services (IPARKS) premium for FY2025.

Commissioner Sheffler made a motion at 8:04 p.m.; seconded by Commissioner Gardiner to approve payment of the Illinois Parks Association Risk Services (IPARKS) premium for FY2025. Roll called. Motion carried with unanimous vote with those present.

f. Discuss / Approve Pony Baseball 8U Pinto World Series at Ray Fosse Park, July 11 – July 14, 2024.

Commissioner Sheffler made a motion at 8:04 p.m.; seconded by Commissioner Gardiner to approve Pony Baseball 8U Pinto World Series at Ray Fosse Park, July 11 – July 14, 2024. Roll called. Motion carried with unanimous vote with those present.

11. Next Meeting Date: July 23, 2024

12. Adjournment

Commissioner Welch made a motion at 8:05 p.m.; seconded by Commissioner Sheffler to approve the adjournment of the Regular meeting of the Marion Park District. Roll called. Motion carried with unanimous vote with those present.
