Regular Meeting Agenda
1. Call to Order
President Gott called the Regular Meeting of the Marion Park District to order at 6:10 p.m. with the following Commissioners present:
Commissioner Sheffler
Commissioner McReynolds
Commissioner Welch
Commissioner Gott
Commissioner Gardiner was absent from the opening of the meeting.
2. Open Forum
There were no attendees at the Regular meeting.
3. Approval of Regular Meeting July 23, 2024 agenda
Commissioner Sheffler made a motion at 6:11 p.m.; seconded by Commissioner Welch to approve the July 23, 2024, agenda. Roll called. Motion carried with unanimous vote with those present.
4. Approval of the Regular Meeting Minutes: June 25, 2024
Commissioner Welch made a motion at 6:12 p.m.; seconded by Commissioner Sheffler to approve the June 25, 2024, minutes. Roll called. Motion carried with unanimous vote with those present.
5. Approval of June 2024 Financial Report
Director Reed advised the Commissioners that the Park District is in good financial shape. The accounts were run as of July 1, 2024 and there is $668,275.00 over the $225,000.00 cash reserve available which can run the Park District until the tax installment is received.
Commissioner McReynolds made a motion at 6:27 p.m.; seconded by Commissioner Sheffler to approve the June 2024 Financial report. Roll called. Motion carried with unanimous vote with those present.
Commissioner Gardiner arrived at the meeting at 6:30 p.m.
6. Department Reports

b. Park Services
c. Aquatic Center
Director Reed went over the reports highlighting the projects that Park Service employees have completed during the month and pictures were also shown to the Commissioners of all the projects completed.
7. Commissioners Reports
Commissioner Gott asked the Commissioners if there was anything for them to report. Commissioner Gardiner did not have anything to report.
Commissioner Sheffler shared with the Commissioners that there was an article regarding the downside of using artificial turf.
Commissioner McReynolds and Commissioner Welch didn’t have anything to report.
Commissioner Gott stated that he would like to have staff use weed eaters instead of spraying weeds.
8. Executive Session pursuant to 5 ILCS 120/2(c) of the Illinois Open Meetings Act (if requested):
a. (21) Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
b. (1) Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
Commissioner Gardiner made a motion at 6:32 p.m.; seconded by Commissioner Welch to approve going into Executive Session. Roll called. Motion carried with unanimous vote with those present.
9. Reconvene to Open Session (possible actions following Executive Session)
Commissioner Gardiner made a motion at 7:08 p.m.; seconded by Commissioner Sheffler to approve reconvening to Open Session. Roll called. Motion carried with unanimous vote with those present.
10. Old Business
a. Discuss / Approve job description for the Executive Director of the Marion Park District.
Commissioner Sheffler made a motion at 7:09 p.m.; seconded by Commissioner Welch to approve the job description for the Executive Director of the Marion Park District. Roll called. Motion carried with unanimous vote with those present.
11. New Business
a. Discuss / Approve the effective dates of hire for the Executive Director and Deputy Director as July 1, 2024.
Commissioner Sheffler made a motion at 7:10 p.m.; seconded by Commissioner Gardiner to approve the effective dates of hire for the Executive Director and Deputy Director as of July 1, 2024. Roll called. Motion carried with unanimous vote with those present.
b. Discuss / Approve FY2025 Tentative Budget Ordinance 24-01
Commissioner Sheffler made a motion at 7:13 p.m.; seconded by Commissioner Welch to approve the FY2025 Tentative Budget Ordinance 24-01. Roll called. Motion carried with unanimous vote with those present.
12. Next Meeting Date: August 27, 2024
13. Adjournment
Commissioner Gardiner made a motion at 7:17 p.m.; seconded by Commissioner McReynolds to approve the adjournment of the Regular meeting of the Marion Park District. Roll called. Motion carried with unanimous vote with those present.
