Regular Meeting Minutes

1. Call to Order

President Gott called the Regular Meeting of the Marion Park District to order at 6:04 p.m. with the following Commissioners present:

Commissioner Gardiner
Commissioner Sheffler
Commissioner McReynolds
Commissioner Gott
Commissioner Welch

2. Open Forum

There was no one in attendance at the meeting, an open forum was not visited.

3. Approval of Regular Meeting December 16, 2024 agenda

Commissioner Gardiner made a motion at 6:05 p.m.; seconded by Commissioner Welch to approve December 16, 2024, agenda. Roll called. Motion carried with unanimous vote with those present.

4. Approval of the Regular Meeting Minutes: November 21, 2024

Commissioner Gardiner made a motion at 6:07 p.m.; seconded by Commissioner Welch to approve November 21, 2024, minutes. Roll called. Motion carried with unanimous vote with those present.

5. Approval of the November 2024 Financial Report

Commissioner Sheffler made a motion at 6:15 p.m.; seconded by Commissioner Gardiner to approve November 2024 Financial Report. Roll called. Motion carried with unanimous vote with those present.

6. Department Reports

b. Park Services

Executive Director Odum advised the Commissioners of the projects and items that have been completed during the month and showed the Commissioner pictures of projects.

7. Commissioner’s Reports

Commissioner Gott asked the Commissioners if there was anything to report or bring before the Board. Commissioner Gardiner – didn’t have anything to report. Commissioner Sheffler stated that they had received several compliments on the float entry in the Very Merry Marion Parade.
Commissioner McReynolds didn’t have anything to report, Commissioner Welch didn’t have anything to report, Commissioner Gott advised the other Commissioners that there was a Christmas card for them from the staff.

8. Executive Session pursuant to 5 ILCS 120/2(c) of the Illinois Open Meetings Act (if requested):

a. (21) Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
b. (1) Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
Executive Session wasn’t visited during the meeting as there were no items to discuss.
9. Reconvene to Open Session (possible actions following Executive Session)
10. New Business

a. Discuss / Approve FY2024 Audit as prepared by Sarah Gibbens, CPA.

Commissioner Gott commented that Sarah Gibbens provides a brief summary of the audit, there weren’t any findings during the audit and no corrections to be made.

Commissioner Sheffler made a motion at 6:37 p.m.; seconded by Commissioner McReynolds to approve the FY2024 Audit as prepared by Sarah Gibbens, CPA. Roll called. Motion carried with unanimous vote with those present.

b. Discuss / Approve payment of $8,200.00 to Sarah Gibbens, CPA, for preparation of the FY2024 audit.

Commissioner Sheffler made a motion at 6:38 p.m.; seconded by Commissioner McReynolds to approve payment of $8,200.00 to Sarah Gibbens, CPA , for preparation of the FY2024 Audit. Roll called. Motion carried with unanimous vote with those present.

 

c. Discuss / Approve Ordinance 24-07, Tax Levy Ordinance.

Commissioner Sheffler made a motion at 6:38 p.m.; seconded by Commissioner
McReynolds to approve Ordinance 24-07, Tax Levy Ordinance. Roll called.
Motion carried with unanimous vote with those present.

d. Discuss / Approve meeting dates for 2025 as follows:
The meeting will be held on the 4th Monday of the month in Ashley Park, Boy Scout Cabin at 6:00 p.m.
January 27, 2025
February 24, 2025
March 24, 2025
April 28, 2025
May 19, 2025 (moved to 3rd Monday due to Memorial Day holiday)
June 23, 2025
July 28, 2025
August 25, 2025
September 22, 2025
October 27 2025
November 17, 2025 (moved to 3rd Monday, due to Thanksgiving holiday)
December 15, 2025 (moved to 3rd Monday, due to Christmas holiday)

Commissioner Gardiner made a motion at 6:41 p.m.; seconded by Commissioner Sheffler to approve meeting dates for 2025, which will be held the 4th Monday of the month. Roll called. Motion carried with unanimous vote with those present.

11. Next Meeting Date: January 27, 2025

 

12. Adjournment

Commissioner Welch made a motion at 6:42 p.m.; seconded by Commissioner McReynolds to approve adjournment of the Regular meeting. Roll called. Motion carried with unanimous vote with those present.
