Regular Meeting Agenda
1. Call to Order
President Gott called the Regular Meeting of the Marion Park District to order at 6:03 p.m. with the following Commissioners present:
Commissioner Gardiner
Commissioner Sheffler
Commissioner McReynolds
Commissioner Welch
Commissioner Gott
2. Open Forum
There are no public attendees at the Regular meeting.
3. Approval of December 14, 2021, Agenda
Commissioner Gardiner made a motion at 6:05 p.m.; seconded by Commissioner Sheffler to approve the December 14, 2021, agenda with changes made to the date of the meeting on the Commissioners copy of agenda. Date should be December 14, 2021, on the Commissioners copy. Roll called. Motion carried with unanimous vote with those present.
4. Approval of Tax Levy Hearing Minutes: November 16, 2021.
Commissioner Welch made a motion at 6:06 p.m.; seconded by Commissioner McReynolds to approve the Tax Levy Hearing Minutes of November 16, 2021. Roll called. Motion carried with unanimous vote with those present.
5. Approval of Regular Meeting Minutes: November 16, 2021.
Commissioner McReynolds made a motion at 6:07 p.m.; seconded by Commissioner Sheffler to approve the Regular Meeting Minutes of November 16, 2021. Roll called. Motion carried with unanimous vote with those present.
6. Approval of November 2021 Financial Report
Director Reed states on all percentages are good. On the second page of the monthly highlights, we are at $889,492.00 we can average $127,000 per month and still sustain ourselves. On the year-to-date expense report shows our percentage at 36.6% which is a little under 5% of our monthly average. Director Reed compared our percentages from this year and last year and we are on the same track.
Commissioner Sheffler made a motion at 6:07 p.m.; seconded by Commissioner Welch to approve the November 2021 Financial Report. Roll called. Motion carried with unanimous vote with those present.
7. Department Reports
a. Administration
b. Park Services
Director Reed went over the reports highlighting the projects that Park Service employees have completed during the month and pictures were shown to the Commissioners of all the projects completed. Commissioner Gardiner also asked if there would be any additional work done on the Fosse Park waterway project with Director Reed replying all work has been completed by contractor, the only thing additional would be a wooden retaining wall on the East side that would be completed by staff.
8. Commissioners Reports
Commissioner Gott asked if any Commissioners had anything to report, Commissioner Gardiner asked if there were any plans of purchasing / replacing a truck with Director Reed replying that is something that can be looked at. Commissioner Sheffler wanted to go back to the truck purchase, Director Reed stated that he would prefer to purchase a used truck over new. Used truck purchases would not require a bid process. Commissioner Sheffler stated that he traveled over the weekend, looked at the different Parks, and stated that we are right up there with the bigger parks. Commissioner McReynolds and Commissioner Welch had nothing to report. Commissioner Gott stated he would like to see red and green lights throughout Ray Fosse Park. Commissioner Gott also read a Christmas card from staff addressed to the Commissioners.
9. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):
a. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
b. Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
Executive Session was not visited during the December 14, 2021, meeting.
10. Reconvene to Open Session (possible actions following Executive Session)
Executive Session was not visited during the December 14, 2021, meeting.
11. Old Business
a. Discuss / Approve a Memorial honoring Ray Fosse.
Commissioner Gott would like this to be tabled since he will be bringing his idea and renderings to future meetings.
Commissioner Sheffler made a motion at 6:47 p.m.; seconded by Commissioner Gardiner to table a Memorial honoring Ray Fosse. Roll called. Motion carried with unanimous vote with those present.
12. New Business
a. Discuss / Approve meeting dates for the fourth Tuesday of each month from January 2022 – December 2022 except for November 2022 and December 2022 due to the holidays at 6:00 p.m. each month

February 22, 2022 August 23, 2022
March 22, 2022 September 27, 2022
April 26, 2022 October 25, 2022
May 24, 2022 November 15, 2022 (moved due to holiday)
June 22, 2022 December 13, 2022 (moved due to holiday)
Commissioner Welch mentioned that June 22, 2022, would not be the 4th Tuesday of the month, June 28, 2022, would be. Commissioner Gott stated the date in June for the meeting would be June 28, 2022.
Commissioner Gardiner made a motion at 6:50 p.m.; seconded by Commissioner Sheffler to meeting dates for the fourth Tuesday of each month from January 2022 – December 2022 except for November 2022 and December 2022 due to the holiday at 6:00 p.m. each month. Roll called. Motion carried with unanimous vote with those present.
13. Next Meeting Date: January 25, 2022
Administrative Assistant Kim advised the Commissioners the reason the June meeting was moved was due to the election at the Boy Scout Cabin on June 28, 2022. Commissioners decided to move the meeting in June to the 21st due to the election. This will be noted on the meeting schedule sent to the newspaper.
14. Adjournment
Commissioner Gardiner made a motion at 6:50 p.m.; seconded by Commissioner Sheffler to adjourn the Regular Meeting of the Marion Park District Board of Commissioners. Roll called. Motion carried with unanimous vote with those present.
